The Civic Center Park project includes a city hall building, one of the city’s largest parks, a 450-space parking structure, and an expansion of the Newport Beach Central Library. The park consists of 16-acres and includes a dog park, a civic lawn for outdoor events, places for art, restored wetlands, 1.23 miles of walking and viewing trails, a belvedere, and other view opportunities. Pine & Swallow reviewed background information on existing site soils and geotechnical conditions, proposed design concepts, and provided input regarding soil and drainage implications. Pine & Swallow designed soil blends for the various planting and turf areas, provided guidance on soil profiles, reviewed soil submittals, and performed construction observation.
